Media Diversity & Plurality Programme Officer

The Centre for Independent Journalism (CIJ) is looking for a Media Diversity & Plurality Programme Officer to support the conceptualisation and implementation of activities related to media freedom, including development of resources, capacity building and supporting advocacy initiatives.

Job Title: Media Diversity & Plurality Programme Officer

Duration: 1 year

Gross Salary: RM4,000 – RM6,000 (open to negotiation depending on experience)

Core Responsibilities: Under the guidance and supervision of the CIJ Programme Manager, the Programme Officer performs the following tasks and has the following responsibilities:
• Provide strategic and technical input and coordinate the effective planning,
implementation, monitoring and evaluation of the related media freedom, accountability and strengthening activities;
• Monitor and assess the media landscape periodically, and develop strategic responses, including initiating research, developing guidelines, drafting policy and position papers and executing advocacy campaigns on promoting media freedom;
• Maintain a good knowledge and awareness of the institutional framework governing freedom of expression, media freedom and right to information in Malaysia;
• Initiate and foster strategic relations with the media and government agencies to achieve relevant advocacy objectives, including on specific law and policy reforms as appropriate as well as engagement with the Malaysian Media Council;
• Cultivate strategic partnerships and facilitate the engagement and participation of parliamentarians, media, civil society and other stakeholders in the media strengthening initiatives at both national and, if necessary, regional level;
• Facilitate the development of content and manage the team contracted to develop the ICT tools and website development related to media strengthening and accountability.
• Develop a community media strategy and workplan and coordinate its implementation to advance CIJ’s vision and mission including coordinating the planning, implementation, and
completion of needs assessments, community media trainings, as well as maintaining a community media platform for CIJ’s target communities.

Others
• Provide regular updates and status reports on projects and events, including relevant analyses, statistics and recommendations for improvement, for the purposes of website archiving, social media branding, donor reporting and as requested;
• Ensure that the related activities are implemented in a timely manner, and the funds are used in accordance with the budget and reports are drafted and delivered as required
• Support the implementation of CIJ’s other programmes as and when necessary;
• Represent CIJ at relevant events or meetings related to media strengthening and CIJ’s other focus areas, and;
• Perform other tasks as required.

Competencies:
• Good knowledge of human rights and understanding of the media environment in Malaysia with a focus on measurable impact and results;
• Adaptability to different circumstances and a fast-paced environment as required within a civil society organisation such as CIJ;
• Creative and out of the box thinker, with demonstrated track record of analytic problem‐solving/seeking solutions to challenges;
• Good communication (spoken and written) skills including the ability to convey concepts and recommendations both orally and in writing, with clear and concise justification;
• Ability to build good relationships with stakeholders such as media practitioners, Civil Society Organisations (CSOs), Government agencies / representatives and private sectors;
• Ability to formulate and manage budgets, contributions and financial reporting;
• Demonstrates outcome-oriented attitude and effective problem-solving skills;
• Demonstrates ability to work independently with minimum supervision, and at the same time is willing to work as a team;
• Displays sensitivity and adaptability to cultural, gender, religious, ethnic, age and sexual orientation diversity;
• Displays behaviour that demonstrates honesty, transparency, accountability and kindness;
• Ability to travel to locations in Malaysia and internationally as required

Qualifications:
• Years of experience 3-5 years.
• University degree, or its equivalent, in law, journalism, communications, social/political sciences or other related fields.
• Previous experience in media or related work for a governmental institution or CSOs is desirable, including in managing and implementing specific projects;
• Good knowledge of human rights, in particular freedom of expression and right to information;
• Fluency in both oral and written Malay and English languages is essential. Knowledge of a third language is advantageous.

Digital Rights
Programme Officer

The Centre for Independent Journalism (CIJ) is looking for a Digital Rights Programme Officer to support the strategic substantive and technical input and coordinate the effective planning, implementation, monitoring and evaluation of the related Digital Rights activities, and resolving all challenges that arise in the process. The role involves engaging with civil society, policymakers, and technology platforms to advance rights within the digital spaces in accordance with human rights frameworks.

Job Title: Digital Rights Programme Officer

Core Responsibilities: Under the guidance and supervision of the CIJ Programme Manager and Executive Director, the Programme Officer performs the following tasks and has the following responsibilities:

1.  Research and Policy Support:

  • Support CIJ research and analysis on emerging digital rights issues, including data privacy, surveillance, online censorship, and digital access;
  • Assist in drafting policy briefs, reports, and submissions to regional and international human rights bodies;
  • Monitor legislative and regulatory developments related to digital rights.

2.  Advocacy and Policy Engagement:

  • Support the development and execution of digital rights campaigns;
  • Assist in engaging with policymakers, government agencies, and private sector actors on digital rights policies and governance.

3.  Campaigns, Capacity Building and Community Engagement:

  • Contribute to public awareness initiatives, including social media campaigns and webinars;
  • Support training sessions and workshops for civil society organisations, activists, and journalists on digital rights;
  • Assist in developing educational materials on digital security and online freedoms;
  • Facilitate the engagement and participation of civil society, particularly Freedom of Expression Cluster partners and other stakeholders in activities related to digital rights.

4.  Partnerships and Networking:

  • Maintain relationships with partner organisations, coalitions, and stakeholders working on digital rights;
  • Represent CIJ in conferences, working groups, and policy discussions as

  • Contribute to the drafting and development of CIJ statements, social media content and ICT tools related to digital rights issues;
  • Assist in maintaining the organisation’s website with up-to-date digital rights

  • Ensure that the related CIJ activities are implemented in a timely manner, and the funds are used in accordance with the budget;
  • Support CIJ in managing and reporting to donors on digital rights projects and activities, as required;
  • Assist and work with other experts on other freedom of expression issues, in particular on digital rights, as part of the organisation’s priorities.
